This step is critical. It should be clear early in the project who the right people are. Sometimes those who are most excited about the project and who will benefit the most from the project are not the ones who have the final say in implementing the systems we are putting in place. It's not enough to have te right people onboard and in agreement with the project, they must be onboard wit what might be an uncomfortable change.
